Abstract


In order to constitute the independent and integrity country economic system, some large scale engineering project should be constructed during the modernization process. The large scale engineering project is a kind of great system which has huge scale, complex structure, multiple object, important status. It has the unique feature which not only has a complex inner structure, but also has extensive relation outside.As a kind of one-off activity which create unique products and services, the large scale engineering project has it’s jumping-off point and end-point. The life cycle of the project including the decision-making stage, plan and design stage, and implement stage, continuance ameliorate stage, till to abolish stage.This thesis, on the basis of modern management approaches, like system theory, life cycle theory, expounds the decision-making mechanism of large scale project in our country, and considers that the decision-making mechanism is the key problem affecting the engineering project. It also mentioned that the efficiency way to achieve a science project decision-making mechanism is to pay attention to improve the synthesis benefit of the project life cycle.According to the system theory, the large scale engineering project decision-making mechanism should be researched as a system. Researches on what the subsystems’ constitutions, and functions as well as action principles are and how they communicate, facilitate and restrict each other from the project life cycle view can reveal the principles to construct the science decision-making mechanism. So we study decision-making procedure subsystem from time dimension;study decision-making logic subsystem from logic dimension;study decision-making technique subsystem from knowledge dimension;study decision-making organization construction subsystem from the view of the decider;study decision-making rule subsystem from the view of circumstance.Decision-making procedure of the large scale engineering project is the whole process which is from the research on the country’s economic development demand to confirm and implement the project constructing plan. To achieve a science decision-making procedure system of the large scale engineering project, it should be brought into information feedback mechanism in the life cycle which can ensure the inspection and modification efficiency and timely during every decision-making stage based on the nicety information. And it also should be inducted dynamic evaluation mechanism in the life cycle which can ensure the science decision-making procedure based on the chain which is composed of pre-evaluation, timing evaluation and post evaluation.The logic steps which bringing forward and defining the problem, confirming the object and collecting the information, ascertaining the appraisal indexes, demonstration analysis, optimizing tactic and drawing the conclusion constitute the main content of the decision-making logic system of the large scale engineering project. It is a meaningful way to apply the logic steps according to the system theory and to apply demonstration analysis on the logic system to achieve the science logicsystem of the large scale engineering project.The investment prediction theory and approach, the decision-making economic evaluation theory and approach and the investment risk and uncertain analysis method constitute the key contents of the large scale engineering project decision-making technique system. Because the large scale engineering project has it’s own unique characters, some special analysis should be applied based on the project appraisal of the common project. These special analysis are the analysis of the macro influence from the project, the analysis of the precision investment budget, the analysis of all kinds of the benefit parts.The decision-making organization structure system plays an important role on the effect and efficiency of the project decision-making. The decision-making can not separated from the organization structure and operate independently. The science decision-making organization structure system should be constructed like these: the connection of the consistency object and the unity management of decision-making;dividing the work reasonably and cooperating tightly;the integration of the centralization of power and breaking down of power. To optimizing the decision-making organization structure system, some countermeasures should be applied. These countermeasures are: establishing the classification decision-making organization structure system;the participation of the engineering research department;improving the democracy of the decision-making organization;the moderation separation between the decision-making department and implement department;strengthening the supervision on the decision making organization.The science decision-making rule system is an important subsystem of the large scale engineering project decision-making mechanism. At present, there are two extrude problems in the rule system. These problems are: the investment and financing system of the project should be reformed;the legal system of the large scale engineering project decision-making should be improved. Only when the rule system and legal system ameliorated can promote the scientific process of the large scale engineering project decision-making mechanism.The decision-making of the large scale engineering project is a kind of management activity which can not separate from the appraisal on the performance. This paper research the decision-making system of four large scale engineering projects which are the Three Gorges Project, the Guangzhou Pumped Power Station Project, the San Men Xia Station Project, the ZhuHai Airport Project. The evaluating model proposed is a multi-input and multi-output one, so DEA (Data Envelopment Analysis) is selected as a mathematical tool. Through the DEA method analysis, the conclusion indicated the scientific input system of decision-making mechanism and the science model of the large scale engineering project decision-making mechanism.
