With the rapid development of Internet technology and the communication technology, such as 3G, WiFi, the Mobile Internet era have arrived. At the background of Mobile Internet era, the smart mobile phone operating system comes into the world naturally and Android platform is born in this environment.With the development of medical treatment, a new concepts PHR, PHR is short for personal health records. Its content is not just a person’s health condition record, but personal health care experience and the diagnosis and treatment of the process. It is an electronic health records designed for "people-oriented". The goal of PHR is to let each individual has his lifelong health information files, thus PHR are really personal health records system.We have been entered the Mobile Internet era,PHR must make use of this platform to send ans save personal health information.Only in this way,can PHR be popular,because people can send individual latest health information at anytime and anywhere and it is convenient for the doctor to learn about individual’s latest health condition. What’s more, after assessing these health information, the doctor also can give some advice to these persons whose health condition is not good.From the view, this paper presents an idea that establishs a PHR system which is base on Android as a smart client and Apache as a Web server. This paper firstly introduces the concept and Development Current Situation of the personal health record, and then introduces the history, system structure and some basic knowledge of the Android component. Based on theory knowledge introduced the development environment of the Android system, and the way how to develop and debug Android application program. After, this paper describes the background and feature of MySql, PHP and Apache and analyzes the three-tier architecture. At last this paper focus on explaining the design and implementation:(1) The Android client architecture and details of development, (2) Web server how to handle the information sent from Android client. (3) how to design the Web server and realize the function (4) running this system and show its character
