Abstract


Since the1980s, with powerful economic strength as the backing, Japan continually forged ahead toward the political and military powerful nation. After twenty years of evolution and development, Japan’s political power strategy matures day by day.In the21st century, basing on the new understanding of the international environment’s change, Japan speeded up the pace of pursuiting the political power, and adjusted the diplomatic strategy, and has taken toward the trend of military power forward. In addition, Japan’s main political power has formed a consensus about the strategy of being the "normal" country, getting rid of the shackles of postwar system, seeking to achieve the "comprehensive power change". In the21st century, becoming the political power will be positioned for the ultimate goal of diplomacy by Japan and Japan will pay more attention to the comprehensive utilization of resources of the economic, political, military, culture domains. Japan’s becoming the political power is understandable, but about Japan in what way to become a political power and becoming what kind of political powers and that will make what impact on neighboring countries are not only Japan one country things but people all over the world will pay more attention to. Japan’s becoming a political power means that its pacifist constitution article9will inevitably be modified, military force will inevitably increase and it will have important influence on Asia and even the world. Therefore, researching Japan’s political powers strategic practice of the new century will help us correctly understand Japan’s national strategy of the new century.As one of the most important bilateral relationships in East Asia, the peaceful development between the relations is of crucial importance to East Asia and even the world’s peace and stability. The turn of the century, China is mading for economic power forward and in2010GDP surpassed Japan to become the world’s second largest economy. With economic strength Japan is accelerating to political power. So it can be said that the two countries are forming the new setup of the "powerful" type of relationship. Under the guidance of the power strategy, the state’s overall development strategy, Japan’s policies on China also have been adjusted. Research on the effects of Japan’s political powers of the new century on Sino-Japan relations will help us make effective policy against Japan in developing Sino-Japanese relations in the new century.
