With the rapid development of Socio-economic, World science and technology competition exacerbate increasingly, to promote social development vigorously, we need to cultivate the innovative talents, education is the way of personnel training. With the education reform extensively and vigorously promote in many countries, People realize that teachers are a key factor of the success of education reform. Teacher education reform is the main direction of the professional development of teachers, only the professionalism of teachers is constantly increasing can create high-quality education. Therefore, the teachers’professional development is the requirement and an inevitable trend of today’s informational educational development Primary and secondary education is the cornerstone of China’s Education Building, it located the critical and foundation status in education, Primary and secondary school teachers must improve their professional development level continuously, Pay close attention to construction of a strong high-quality, vibrant primary and secondary school teachers’contingent.In this study, mainly take literature review, questionnaire survey, individual interviews summarizes as the research methods, investigate nine schools in Rizhao, they are Juxian Houshitun Primary School, Juxian Xiazhuang secondary school, Lanshan Sweetwater River Primary School, Lanshantou streets NO.2Middle School, Donggang South Lake Secondary School, Donggang Qinlou Middle school, Dapo NO.1Middle School, Rizhao Experimental Primary School, Rizhao NO.1Middle School. Statistics and analysis of the obtained data summed up the current situation of Rizhao Teachers’Professional Development, Analysis factors that not conducive to primary and secondary school teachers’professional development, Put forward the effective strategies to promote the professional development of primary and secondary school teachers in Rizhao. Through the study of this topic, we can also give other regions feasible suggestions.This study consists of six parts. The first part is an introduction, it is mainly on the overview of he background, the research status, significance, content and research methods of this study. The second part is the definition of specialization, the specialization of teachers, teachers’ professional development related concepts, Elaborate the characteristics of the professional development of teachers. The third section describes the lifelong learning theory, constructivist view of learning, the subject needs theory and people-centered development theory, and other related theories, described the stage and quality structure of the teachers’professional development. The forth section Implement the questionnaires and individual interviews. Through the analysis of survey data, from teachers, school environment and social support three respects to find the factors that is not conducive to the development of primary and secondary school teachers in Rizhao. The fifth part is the promotion strategy of primary and secondary school teachers’professional development. Part VI is the conclusion and outlook, including the summary of the research results and further research work outlook.
