Abstract


Since1999the third national education conference put forward theconcept of" quality education" and" health first " guiding ideology sincethe start in2000, the basic education curriculum reform; In2001theMinistry of education has launched" the compendium of basiceducation curriculum reform" and the primary school and junior middleschool various disciplines" curriculum standards", and in some schools intrial;2002September trial to further expand the scope, then enacted anew high school various disciplines" curriculum standard". Thecurriculum reform, the guiding ideology and content framework, was afundamental change." Experimental program of compulsoryeducation curriculum"(teaching base [2001]28date) Regulations forcompulsory education of sports (Sport and health lesson) total hoursratio of10-11%,1-2grade sports course is equivalent to4hours of classesper week,3-6grade and7-9grade physical education physicaleducation and health course is equivalent to3hours of classes per week.If each class according to the normal weekly3PE classes, so every PEteachers weekly bear PE lessons burden for the18festival." NationalSchool Physical Education and health conditions on basic standard"regulation: primary school1~2grades every5~6classes with1teachers,3~6grades every6~7classes with1Physical Educationteachers; The junior middle school every6~7classes with1physicaleducation teachers; high school (including the medium occupationschool) every8to9classes with1Physical Education teachers.Primary and secondary school physical education as an importantpart of school education, to a national youth physical qualityenhancement, so as to improve the students comprehensive quality, isplaying a more and more important role. While the teacher educational reform is carried out directly and promoters, theireducational ideas, teaching methods, professional knowledge, attitude,self occupation morality, and its effect on education reformunderstanding makes them become central to education reform. Thequality of teachers has become the key factor to decide the success ofeducation reform. Especially the new sports curriculum standardpromulgation, PE teachers of elementary and secondary schools in thequality, quantity, level, professional structure and other comprehensivefactors, can adapt to Chinas basic education development in the newcentury needs, whether cogent fulfil basic education reform task, is theeducational administration and reform is an imminent task.
