Abstract


The purpose of the national economy mobilization to the maintenance of nationalsecurity and non-war military operations, and constantly improve the national economyEmergency Department, the national economy in the transition from peacetime towartime, a series of military supplies and equipment production, scheduling,configuration,carrying and other aspects of the fast, scientific mobilization and healthsystem personnel, equipment and drugs pumping group and build-up. It comes to theeconomy, communications, health care and many other aspects, is a complex systemsengineering. In today’s high-tech conditions, the national economy mobilization systeminformation is the fundamental guarantee for the rapid mobilization of the nationaleconomy. Such a complex system of rules and decision-making, decision-makingtechniques provided by the system of nonlinear science theory, the system dynamicmechanical, gray system theory and modern science need to make decisions on the basisof analysis and simulation to collect large amounts of information. This need to collectrelevant information, and targeted implementation of the re-development basis of thebasic theory of modern systems science to design a better mathematical models andsimulation models to drill the national economy mobilization of the decision-makingprocess, in order to establish a nationaleconomic mobilization decision support system.In order to better implement on a computer simulation exercise to mobilize thenational economy, the national economy Mobilization Simulation Training SystemBased on on the important agenda, so as to save time, save manpower and resources toimprove the rapid mobilization purposes. This paper discusses the mobilization ofparticipating entities is a subsystem of the plans for economic mobilization drill system.Simulation exercise system which, in order to simulate the mobilization thepumping group plans to develop and plan the implementation, we use modeling andsimulation, the most important part in this process is pumping the group contingencyplanning, decision-making support system. Play a vital role in the evaluation ofsimulation exercises modeling system is pumping group reliability, efficiency. However,in the reality of the national economy mobilization process is necessary to ensure thereliability, efficiency, and economic factors can not be ignored key. Economic costs willbe added to the simulation which combination of these factors simulation exercisesystem to be able to fully reflect the reality of the national economy mobilization pumping group process. In this paper, consider the mobilization of pumping set of tasksreliability and efficiency at the same time also joined the economic cost factors. Firststart from the overall framework, detailing the national economy mobilization decencyoverall architecture, described the basic concepts of the national economic system plan.Secondly, uses the differential evolution algorithm to search the local optimumdomain first,and then introduces the chaotic local optimization method to accelerate theconvergence rate and makes use of cloud method to improve the optimization accuracyof the algorithm.Take advantage of the powerful local search capabilities of complexmethod of complex method as an optimization operator,and combines with thedifferential evolution algorithm and cloud model,then proposes a new hybrid differentialevolutionary algorithm based on the Complex Method and Cloud Model. Theexperimental results show that, compared with similar algorithms, the results solved bythe new algorithm, which based on the Complex Method and Cloud Method,is better.Itperforms more stably and superior for solving constrained optimization problem.Members and the basic structure of the Training System, and the mobilization of thenational economy simulation models are analyzed set on multi-objective optimizationalgorithm algorithm argument based on PSO algorithm mobilize security modeloptimization, feasibility, andfurther verified by experimental analysis
