Abstract


As substations need to exchange interfacing data for line protection or interlocking,communication between substations becomes a hot spot. A complete secondary systemcan be split concerning the engineering responsibility into different parts, the partcontains engineering configuration responsibility of IEDs belongs to. IEC61850(version2) consider this project as a responsibility area.Substation Configuration Description Language (SCL, Substation Configurationdescription Language) proposed by IEC61850-6can build model and describe the IEDconfiguration information of substation, and is widely used in substation automationengineering. In the multi-project engineering configuration of communication betweensubstations, the engineering implementer and the owner of the configuration maybelongs to different projects, few studies on the exchange of information between theproject is proposed. In addition, the majority of the substation automation system usingthe traditional automation systems and equipment, each power plant devices operatedindependently and can not communicate with each other, data resources can not beeffectively shared, which to some extent.In order to solve the legacy problem of information islands of traditional substation,the paper analysis the requirements of engineering configuration of communicationbetween substations, and proposed a new kinds of engineering configuration method ofengineering configuration of multi-project of communication between substations, whichis compatible with IEC61850.The paper describes two kinds of communication modes between substations:tunneling mode and gateway mode, and analysize the function features of the twocommunication modes to hide the complexity and diversity of the inter-substationcommunication architecture and achieve transparency and uniformity of engineeringconfiguration of communication architecture.Engineering configuration process of information exchange between substation andright analysis of information exchange between projects are described detailed in thepaper. Rights management of configuration subjects between substation project and theexchange of SCL description information between projects are achieved. The paperdesigns SOAP message of exchanging information between projects and relevantinformation security mechanism, and completes network information exchanging of application integration of multi-project engineering configurationBesides, the engineering configuration platform and switch operation interlockingsystem running platform is simulated in the paper, and the effectiveness and feasibility ofthe proposed multi-project engineering configuration method is proved by experimentaldata and experimental results.
