Abstract


The rise of rural vocational education has a history of nearly a century, but the development of rural vocational education has been disappointing. As the government emphasis on the "three agriculture" problem has greatly increased, a large number of surplus rural labor force become the biggest obstacle to solve the problem of "agriculture, rural areas and farmers" after entering the21st century. Rural vocational education plays an important role in rural development, so, it’s necessary to help the labor to master the necessary technical and professional ability, increase the surplus labor in countryside and in cities for a living and employment means by developing rural vocational education.Henan is a province with a population of more than100million people which agricultural population proportion is higher, and as the second largest city in Henan province, Shangqiu’s rural population accounts for the most, also the number of surplus labor is large, which made it the only way to developing the rural vocational education. This paper analysis the rural vocational education development present situation in our country, Henan province and the city of Shangqiu respectively, and find out the problems existing in the Shangqiu rural vocational education and the restricting factors of these problems, and put forward some targeted policy suggestions for your reference finally.Now, introducing the main contents of the paper in brief:The first chapter is about the forward, and discusses the background, research purpose and meaning of developing the rural vocational education, and reviews the relevant literatures both at home and abroad, and put forward the research ideas and research methods in this paper. The second chapter discusses the concepts and theoretical basis of rural vocational education, define the concepts of rural vocational education clearly, and summarizes the related theory foundations of rural vocational education development. The third chapter is the qualitative analysis of Shangqiu city, analyzes the present situation of vocational education especially of rural vocational education of Shangqiu, which include recruit students, teachers, funds, major etc. The forth chapter analyzes the factors of rural vocational education of Shangqiu, in this part, the paper studies the reasons of problems in the development of Shangqiu’s rural vocational education from the macro and micro aspects, which mainly includes funding and career education, cognitive concepts, teachers, professional Settings and others. According the results above, the last chapter puts forward the countermeasure and suggestions in developing the rural vocational education of Shangqiu city.
