Abstract


Tibet Autonomous Region is located in the southwest of China, covering an area of1228400square kilometers, the total land area of13%, ranking the second in the country and the world’s highest plateau, known as the "roof of the world". The Administrative region is divided into1prefecture-level city,6districts and74counties. The capital of the region is Lhasa. The resident population is3000000, of which the rural population accounted for nearly80%. Tibet is one of the important minority areas of China and it is relatively backward in economic and social development but its political position is very important.In2001and2010, the Central Committee held the Fourth and Fifth Forum on work of Tibet, Tibet education has reached into the sound and rapid development of the best period in history. Since the reform and opening up, with the rapid development of Tibet’s political economy and the construction of a new socialist countryside forward, the vocational education of rural area has highlighted its important role facing with the majority of the farmers and herdsmen in the demand of better living standard and the spiritual civilization. It has initially formed a new pattern taking the County Vocational Education Center as the main body and together with the momentum of development of other administrative departments such as agriculture and animal husbandly, labor and social groups.There is a long way to go for Tibet rural vocational education to catch up with the ones in other provinces in China, but it has the same feature and been restricted by region culture and economy development. The thesis tries to start from a management perspective, taking the development of education theory and public management theory as a guide, using comparative research method, survey method, and other research methods, analysis of Tibet rural occupation education current problems to analysis the present problem existing in Tibet Rural vocational education and explore the countermeasures.It is a strategy of impelling a harmonious society to develop rural vocational education in Tibet, As long as the governments of deferent level emphasize and support the rural vocational education and improve the inner environment, there will be continuous development of Tibet rural vocational education.
