In today’s world, the competition of national power is increasingly reflected in knowledge, technology and talent competition. Social wealth is being more and more concentrated in the country with technology and talent advantages. Knowledge and talent advantage can not be formed without the strong support of education. Basic quality and innovation capacity of national human resources is closely related to the certain mode of education. Vocational education is more focused on the actual production and work and directly serves the economic and production activities. Vocational education is the weapon to turn the science into real productivity. To develop vocational education vigorously is an urgent need to promote the country’s industrial modernization and the construction of the manufacturing power. Faced with this background, vocational education model innovation research has become a topic worthy of further study.Based on the review of domestic and foreign Higher Vocational Education research progress, firstly, the related concepts and theoretical basis on vocational education are analyzed; human resource management theory, theory of economics of education and research system theory which vocational education is based on are elaborated. Secondly, typical Vocational Education Model of developed countries are summarized, such as the German dual system of education mode, the French school education mode, alternating work-study and modern apprenticeship education mode, as well as Australia’s TAFE education mode; and several trends which emerged in the development of higher vocational education model abroad are analyzed, such as, industries and enterprises deeply involved in training, career-oriented curriculum development, the professionalism of teachers in vocational schools, vocational education legislation protection. Adult Education College of Qingdao University of Science and Technology is taken as a case study. The situation and existing problems of vocational education are analyzed. Through the use of questionnaires and SWOT analysis method, integrating the advantage, weaknesses, opportunities, threats which the teaching College has, and taking SWOT analysis, the conclusion of school vocational education situation and existing problems are drawn comprehensively. Then the vocational common mode of education of China can be concluded. On this basis, the Four-in-One vocational education model is built up, and the practical construction designs and the carrying-out measures as experience for reference are put forward in several angles, such as the school-enterprise cooperation, inter-school cooperation, cooperation of the school administration and school research cooperation. School-enterprise cooperation includes order training, resource sharing, and continuing education. The intercollegiate cooperation includes building internship training base, and mutual recognition of credits. Finally, the measures of safeguard which promote Higher Vocational Education Model to implement are proposed. Countermeasure proposals relate to the management system, system security, operational mechanism, educational reform, student management, teacher development, and international exchange.
