Abstract


Education policy is an action rule of education made by a party and country for the development goal and task, which based on the basic task and policy, in concerned period. The establishment of education policy is related to the scale, quality and benefit of national education and the chance and quality of personal education. Mr.Zhou Ji, the minister of national education reported the situation of revolution and development of vocational education in National People’s Congress Standing Committee in April2009. Mr.Zhou pointed out that high vocational education is the powerful energy of society development and urgently requirement of personal development. The requirement for senior application talents is increasing so much by the acceleration of Innovation of science and technology. However, the development of vocational education apparent lags of economic. The prospects and trends of highly vocational education have exposed the problem of maladjusted between vocational educations and economic and society development more and less. Therefore, it is very important and necessary to compare to Germany, the high developed vocational education country, to enhance the policy of vocational education in China.This article used system analysis and comparison analysis to discuss the responsibility of German Central and Local Government in establishment of education policy base on the basic theory of public policy analysis and policy analysis. The paper discussed the development progress of our vocational education. Mean time, it analyzed our vocational education policy in details and pointed out the key problems of highly vocational education. It discussed the important reference point of the experience of establishment of education policy to expedite the institutionalization of our education policy decision procedure and policy consultation.
