Abstract


To accurately measure the level of the regional science and technologydevelopment is an important part of the study of predicting the regional economicgrowth. Although it is usually measured by science and technology progresscontribution rate to observe the pushing role of science and technology for economicand social development, while, it’s supposed to treat the ability of the regionalscience and technology as the right standard for making an comprehensive assessmentof the regional science and technology developing level.In this passage you will find that we choose the regional science and technologyability as the measuring standard of the integrated appraisal of the regional scienceand technology developing level. The regional technology ability is the dynamicability to adapt to the regional economic and social development, which shows thematching degree of technology resources and the technology developing environment.It’s more and more obvious to appear that science and technology have regionalcharacteristics, which are represented by the performance of the scientific andtechnological cooperation and competiton from different divisions of a country, at themeanwhile, the opening degree of the technology ability is higher and higher in everydistricts of the country.Firstly,we begin from the concept of the regional technology ability as thebreakthrough point. Combined with the theory and practice of the regional technologyability construction,we build a technology evaluation index system which includesthree subsystems as following, the input subsystem of science and technologyresources, the output subsystem of science and technology resources,the environmentsubsystem of science and technology and economy development. Then secondly, wepick off the annual data of2010science and technology index as the analysis samplesto establish an improved fractal theory model, which means to introduce the indexweight determined by the gray relational degree into the fractal model. After that, wemake empirical research of standardized data and make comprehensive evaluation ofthe regional technology development level from four aspects. Finally, according to theempirical results, we analyze the difference of the regional technology developmentand find the problem and put forward countermeasures.This paper makes use of both qualitative and quantitative methods to make analysis and the latter is given priority to. We mainly do some research of thetheoretical basis of making assessment of the model building and the practicalmethods of establishing models. And we proved the reliability and the scientificnature of models by the empirical study of30provinces. It does have importantapplication value. Results show that the level of the regional science and technologydevelopment exists space difference and the performance is different.The easternregion of the internal space difference is bigger, the west is relatively smaller.Thespace between the regional differences exist to expand the development environmentcondition, so we should take different measures to achieve coordinated developmentof win-win situation.
