Abstract


With the enhancement of China’s power and its increasing involvement in the global politics, there has been growing calls for China to undertake more responsibility as a major power in the world. As evidenced in some recent regional conflicts, China’s active mediation and coordination as a responsible international stakeholder contributed to their proper resolution. Compared with some Western states, China’s intervention is of some unique features: respect of other’s national sovereignty and territorial integrity, advocating for adoption of peaceful means such as dialogue and consultation, understanding that it takes time to resolve a conflict and calling for patience and commitment, believing that problems related to development are the root of regional conflict, and supporting active engagement with multilateral platforms especially the UN or regional framework.That China assumes its responsibility as a global power in a different approach is the result of multiple reasons. The traditional culture and value can and will affects a country’s foreign policy. The thesis focuses on the pre-Qin Confucianism, because of following reasons: the school of philosophy raises questions on the fundamental survival and development of human being; the philosophers lived in an international community bearing considerable resemblance as ours today; and Confucianism, after its evolution, came to a stable national cultural-psychological structure. Pre-Qin Confucianism’s understanding of human nature, of social hierarchy, and its judgment on the merits of state power, on top of the nation’s empirical culture, affects China’s interaction with the outside world.International responsibility is structured on the interaction within the world community. An analysis of the culture’s influence on the unique Chinese pattern in discharging its major power responsibility is not conducted only to look into the traditional culture per se but also study it in a global context. An in-depth look into the inadequacy of Confucian philosophy in the current world system and its challenge on the traditional culture will help us form a better understanding of pre-Qin Confucianism and explore its merits on a more targeted and enlightened approach. The pre-Qin Confucian culture provides a possible angle to observe the transformation of the international system, and to put it concretely, it offers inspiration for the strategy and method of China’s peaceful development.
