At the end of the20thcentury, in order to remediate the worsening ecologicalcircumstances and solve the problems caused by natural disasters, the government startedReturning Farmland to Forest and Grass Project in a large scale. The loess hilly area becomesthe main implement zone of the project because of its fragile ecosystem. The conditions therehas been improving since then due to the policy. The questions hidden in presentachievements are standing out day by day that how to deal with the conflicts between theeconomic and ecological system how to allocate the limited resources and so on.The dissertation studied the coupling process between economy and Agri-ecosystems byselecting an typical area-Ansai County as a sample in the background of promoting theproject, aiming at the conflicts between the economic and ecological system, using thestatistics from2001to2011.Then the author analysed the coupling levels of different stagesand explored the driving forces and elements. Based on the above all, the writer put forwardsome proposals about how to promoting a steady, stable and sound development of An SaiCounty’s agricultural eco-economic system.The papers main conclusions are as follows:(1)The introduction of coupling coordination degree model,Analysis stages of evolutionfrom2001-2011Ansai County agricultural eco-economic system, The results showed that:Ansai County agricultural eco-economic system coupling has experienced low levels ofcoupling, to resist coupling and running coupling phase, Now in the running coupling late,About to enter high coupling stage. The analysis showed that after the implementation of theGrain for Green Project, Ecological construction and economic development in Ansai Countyto obtain a win-win situation, The results of ecological construction emerging economicdevelopment gratifying results, Ansai County agricultural eco-economic system coupling isentering the stage and period of benign coupling.(2)Using data envelopment analysis model, Calculated level of Ansai County agriculturaleco-economic system coupled to the evolution of, The results showed that: Ansai Countyagricultural industry resources system has improved continuously, but the validity of play. TheYear2001-2011pure technical efficiency, scale efficiency and overall efficiency to achieve an effective state just2003,2004,2010and2011four years, accounting for only36%of theresearch of the Year. Effectiveness of play is not conducive to Ansai County agriculturalindustry resource system development and should therefore be taken seriously enough.(3)The driving factors of agricultural eco-economic system were analyzed with themethod of principal component analysis in Ansai County. The study found that: humaneconomic development driving factors affecting the evolution of the main driving factors ofAnsai County agricultural eco-economic system and driving factors, policies driving factorsand population pressures driving factor, followed by industrial restructuring, and the naturalecological environment factor affecting Ansai County agricultural eco-economic systemcoupling process.(4)For the analysis of the problems found in Ansai County agricultural eco-economicsystem coupled process, proposed the development of proposals and initiatives: continue topush forward the project of returning farmland to forests, to consolidate the results ofecological construction; optimize the system structure, promote industrial coupling, thedevelopment of follow-up industries; increase investment in technology to improve theefficiency of resource use; strengthen policy support, and promote the sustainabledevelopment of ecological economy; establish and improve a system to protect the systemand mechanism.
