Abstract


Hunger breeds discontent, to food security for the first. Nowadays, food safety is paid more attentions all over the world, it is beyond the conception of public health, has become a focus topic in the field of public safety. Any responsible government would attach great importance to the food safety of its country. Since the end of last century, with the economic globalization, food trade has been an important part in the international trades. the international food trade is growing rapidly. As a major food export country, China exports huge amount of food products to the world every year.After the economic crisis broke in2007, trade protectionism begins to prevail. Some countries especially developed countries gradually improves the detection standard of food security, and several food safety accidents occurred in succession. The trade of the export food of China is facing severe challenges. And have led to great economic loss of the export food industry of China and serious damage to the reputation of Chinese products in the world market and also the nation’s image of China. It is an indeclinable duty of every inspection and quarantine official to strengthen food supervision, guarantee food safety, protect the health of foreign consumers and maintain a sound trade order for food export.This paper gives a brief overview of the situation and supervision system of food safety of China’s exportsituation. And study the status of food safety of American, Japan, EU and other developed countries and regions. The paper starting with food safety-related theory, to view the special requirements of the export food safety through a broad interpretation of the food safety, combining with the status quo of China’s food exports, analyzing the reasons for affecting China’s food exports from the current trend of world consumption, the impact of international trade barriers, China’s food safety legal system, standard system, inspection system, and production methods. Basing on the public management theory, taken current status of Shenzhen’s export food for example, analyses the cause of the problems of China’s export food safety. Focus on the China export food security regulations, supervision model and testing standards, analyze the gap with the developed countries in food safety regulation.Referring to the advanced ideas in the developed countries, with the author in the actual work and summary. Combination of "Agreement on Agriculture","Agreement on Technical Barriers to Trade ", and " Agreement on the application of Sanitary and Phytosanitary Measures", the relevant provisions of the HACCP system, the legal system and regulatory regime of developed countries, based on the reference of the"Food Safety Law", In order to ensure the safety of China’s food exports, perfecting the supervision system, The authors proposes some suggestions to protect China’s export food safety, focus on Society, production factories, regulators. which include developing green industries; integration of China’s food safety legal system, to intensify punishments; through a unified standard system of food production in China, and actively participate in revising ISO and other international standards for the to enhance food production construction; by improving export market access system for food businesses and improve China’s export of food risk analysis system, establishing risk alert and information release system, improving the export food inspection and testing systems to improve the China’s export of food regulatory system.
