Abstract


Rural cooperative financial organization is a special form of extending credit under the condition of market economy. The labors join in the organizations on a voluntary basis in order to improve their productive and living conditions. Implementing democratic management, the organization belongs to a combination of the collective and individuals. The rural credit cooperation, as an important part of rural credit cooperation, plays an important part in the development of a new social countryside in the present situation in China. However, what we should clearly realize is that there are some problems existing in the rural cooperative finance system, such as unfixed location and loose supervision and so on, which requires reform from all different aspects. During the process of reform and development operation of rural credit cooperation, security system architecture must be referenced in a certain extent. This essay concerns the problems emerged in the reform and development of rural credit cooperation. To be concrete, this essay is divided into five parts:In the first part, this essay makes abstract statement concerning on the reform of rural cooperative financial agency at present time, especially the theory achievements and makes analyses of the material.In the second part, review process of reform and development operation of rural credit cooperation, there are a lot of problems and sources about rural credit cooperation.In the third part, this essay introduces some foreign organized system of rural financial cooperation and get enlightened. On the basis of combining the practice of rural financial cooperation in our country, draw related foreign experience so as to build security system for national rural credit cooperation.In the forth part, The reform of China’s rural credit cooperatives, mainly from the ideas, objectives, principles discussed in this paper,It focuses on the development of rural credit cooperatives reform legislation, enforcement and compliance issues. In the aspect of law making, the writer firstly analyzes the existing problems in law making of the rural financial cooperation. Then, the writer makes a statement on the significance, aim and content of the law making. In the aspect of law enforcement, the writer makes a statement mainly on the relationship between the supervise agency, their cooperative work and the building of unified informative plain form of supervision and so on. In the aspect of law obey, the writer makes a directing against the inner part of rural credit agency problems detailed statement both from the aspect of dealing with the historical burdens distinguishingly and the aspect of improving the employees’quality. The suggestions of the three aspects are expecting to provide legal support and issuance to the operation and reform of rural credit agency in our country.In the fifth part, this essay puts forward five aspects of suggestions concerning on how to insure the healthy development of rural credit cooperation so as to solve the problems emerged in the process of reform and development of rural cooperative financial agency. The five aspects are as follows: perfecting the administer structure of legal person; establishing the plural distributing system leading by trading distribution; insuring the implication of defining the proper right of rural cooperative financial agency; perfecting the proper right system of rural cooperative financial agency by legal measures; enforcing the financial supervision legal system of rural cooperative financial agency.
