Abstract


Small and Middle-sized Enterprises(SMEs) play more and more important role at present in national economic and society development.However,they universally face the problem of difficult access to loan caused by lacking of credit. So it is urgent to construct a perfect Credit Guarantee System.of SMEs by improving the credit environment and the SMEs’credit to promote its development.Credit Guarantee which disperses the loan risk of bank is known as one industry with high risk internationally,the risk management problem of Credit Guarantee is the world difficult problem.China’s Credit Guarantee is still in the initial developing stage and supports SMEs which mainly embody the nation’s supporting policy in a degree,whose high risk characteristic is especially obvious.Therefore,it is the most important to control the Credit Guarantee risk and realize its persisting development for the healthy development of SMEs.The dissertation on the basis of the credit and credit guarantee theory illustrates the Credit Guarantee all-round risk management theory.Taking Shandong Province Enterprise Credit Guarantee Co.,Ltd as an specific example,the dissertation sets up its all-round risk management system based on its risk management status quo.Hopely the dissertation assumes reference value for China Credit Guarantee of SMEs.This article mainly covers three parts.First of all, the theoretical overview section. This thesis sums up the meaning of credit and the meaning, function and characteristics of credit guarantee,;the meaning of risk, risk management and the main risk of credit guarantee institutions. this thesis illustrates the traditional risk management theory, in which commercial bank risk management theory is representative; illustrates all-round risk management theory, in which all-round risk management theory issued by Committee of the Sponsoring Organization of the Treadway is representative. Thus all of these theories lay a theoretical foundation for credit guarantee mechanisms and risk management.Secondly, risk management analysis of Shandong Province Enterprise Credit Guarantee Co., Ltd.. This thesis introduces company profile, risk management status quo, the company operating results,and diagnoses the company’s risk management problems.Third, construction on all-round risk management gramework of Shandong Province Enterprise Credit Guarantee Co. Ltd.. This thesis constructs all-round risk management gramework of Shandong Province Enterprise Credit Guarantee Co., Ltd. which contains objectives system, implementation platform, implementation process, supervise system by applying the theoretical framework of COSO-ERM.
