Abstract


Carrying out qualifications system of the specialized technical qualifications is one of the significant contents in transforming means of management to specialized technical personnel in our country. It combines compulsory quality with flexibility organically, both strengthening the country’s standard managements to the specialized technical personnel and satisfying the request that the market mechanism is supposed to play the main role under the market economy. Carrying out the scientific qualifications system of the specialized technical qualifications can not only develop and make use of existing specialized talents resources in our country, but also is advantageous to cultivating the professional talents, providing the guarantee of reservation of capable people needed by the economical and the technical development.This article comprehensively discusses and probes into the connotation and the practice of qualification system of specialized technical qualifications .It analyzes the principle foundation of specialized technical qualifications system thoroughly and studies the environment, the condition and the steps of carrying out the specialized technical qualifications system in our country. It also proposes the occupations which are supposed to practice the qualifications system in the near future, the integrated organizational framework of national specialized technical qualifications system as well as the corresponding implemental suggestion according to characteristics of the occupations practicing the qualifications system and the social need.
