Abstract


Water supply is a kind of vital infrastructure service in modern city, and is important to economy development and citizen life. Due to its natural monopoly and public benefit, city water supply follows the traditional managing system of state-owned enterprise since the plan economic era. With the development of economy and the advancing of market economy innovation, the traditional managing system shows its disadvantages: profit loss, low serving quality, deficiency of construction fund, low labor efficiency, slow advancing of technology, excess employee and lagging management. Meanwhile, society calls for the breaking up of monopoly and better service, and there is the surge of external capital entering water supply industry. Of all the state macro-policies, it is evident for water supply enterprise to carry out marketing innovation. On the background of Changsha water investment managing company, and aiming to development strategy, this article makes analysis on market principle and industrialization of city water supply.Changsha water investment managing company is derived from Changsha water supply company through system innovation. During the past 50 years’development, Changsha water investment managing company has registered capital of 500 million RMB with 8 exclusively-invested enterprises and share-holding subsidiaries, and the sum of asset exceeds 2.3 billion RMB. Under the policies of“industrialization and deregulation”and on the ground of market economy, this article makes further research and analysis of long-term development. Also it works out and makes the choice of the appropriate development strategy, with the hope to direct the innovation of water supply industry.Through discussing the trends and practice of strategy, this article illuminates the choice of the topic, the research thinking and the technology method, and manifests the content and significance of study. Meanwhile it makes detailed analysis and statement on the domestic water supply enterprise on the basis of self-development and marketing situation. Under the background of pushing water supply marketization, and complying with the strategic theory and policy, the article introduces PEST and SWOT as the analytic tools. Through making in-depth strategic analysis and matching, it puts forward the basic positioning of Changsha water supply development: by reinforcing marketization, market exploring and product development, water supply
