Abstract


In this paper, based on Beijing-Tianjin-Hebei, combining theoretical and empirical analysis, qualitative and quantitative analysis, from the capital, technology and employment analyzed FDI how to impact on industrial clusters, set up econometric model separately, and drawn the main conclusions:(1) FDI is indeed promoting the capital formation of clusters in the Beijing-Tianjin-Hebei, but the role is weak. Domestic investments in capital formation of the clusters have played a decisive role, while the effects of FDI for industrial cluster are significant in Beijing-Tianjin-Hebei, but not the full extent of the impact; (2) In Beijing-Tianjin-Hebeie the technology spillover effects of FDI which is closely related to the development of industrial clusters is positiv, and the spillover effects in industrial cluster is more evident than no industrial clusters; (3) Regardless of current or short-term lagged FDI, the affect to total employment of the Beijing-Tianjin-Hebei is significant negative. But the influnce on foreign enterprises is different. The current FDI had no effect on foreign enterprises employmet, but short-term lagged FDI has expanded the employmet effect.Finally put forward a series of reference proposals for government and enterprises in the Beijing-Tianjin-Hebei on how to develop local industrial cluster with FDI more better.
