Abstract


Poverty is a worldwide problem as well as the most serious challenges facing humanity as one. The persistence of poverty, with China’s current vision of building a harmonious society in conflict with China’s economic and social development objective of the, according to 17 major requirements, by 2020 China will basically eliminate absolute poverty and improve the level of poverty alleviation and development. By 2020, basically eliminating absolute poverty, not only food and clothing for poor people to solve problems, but also to address the consolidation of food and clothing, to speed up development, and narrowing the gap problem. To achieve this objective, the operation of the financial situation of poverty alleviation funds played a key role.Articles by studying and learning at home and abroad research, theoretical research and empirical analysis using a combination of methods, systematic analysis of the fiscal relief funds in Linyi city, the positive effects of running, making poverty Linyi improved production and living conditions in poor areas and social undertakings have made great progress, and basically solved the food and clothing. While the poverty alleviation achieved very good results, but the fiscal relief funds in the course of actual operation there have been various problems, such as capital investment, while fiscal relief funds in Linyi city continued to increase investment, and demand perspective, but still disproportionate; the allocation of financial funds are not appropriate, focusing on infrastructure investment and neglects the social investment and public sector investments; fiscal relief funds in the allocation process too many intermediate links, so that the allocation of the various problems arising in the process; the use of the process of waste leakage serious, supervision and management system, such vacancy.To solve the above problem, the article puts forward corresponding countermeasures, including: To give full play to the role of financial funds are a prelude to doing everything possible to increase capital investment, the poverty-stricken counties to take bundle sector investment, and guide the masses discount suction inputs and financial credits and other methods to integrate poverty alleviation to inject resources into the formation of a huge anti-poverty force; to improve pro-poor resource allocation mechanisms; to streamline the financial funds transfer process, streamlining some administrative agencies, to improve the allocation efficiency; should standardize the financial funds of the management system, the establishment of anti-poverty impact assessment system and the accountability mechanisms to prevent the misuse and misappropriation of funds for poverty alleviation; Linyi City financial funds for the running of the present situation of poverty-stricken village cooperatives, mutual funds more in line with the current economic situation, popular in various places may be appropriate in the city scale. Agricultural industrialization is the trend, helping poverty-stricken county and township-scale industrial transformation and upgrading of the operating mechanism will help to enhance market competitiveness.Troubled by the problem of poverty will become a problem for China’s development, how to alleviate poverty, build a harmonious society, should serve as the top priority of my government. Poverty-stricken areas should also speed up the pace of poverty reduction and development, emancipate the mind, bold reform, innovative anti-poverty ideas.
