Abstract

Agriculture is basis for national economy. Agricultural and rural economic development has a bearing on the survival and development of our country’s 900 million rural population. On the whole national economic development, and what is more, on the stability of the whole society and on the construction of socialist harmonious society, so it is of great strategic significance. Currently, on the whole, our country has entered the historical stage of promoting agriculture with industry, bringing along rural area with urban area, industry feeding back agriculture. Solutions to the "sannong" problems, rapid growth of agriculture and rural economy have played an important backup role in sustaining national economy’s stable and fast growth and social stability. However, our country’s agricultural infrastructure is fragile, rural social undertakings have fallen behind in terms of development, and the conflict of widening gap between urban and rural residents’ incomes is still severe. How to solve these problems and promote the construction of socialist new countryside in the pragmatic manner remains to be an important task during the 11th five-year plan period. Financial input is an important base for the urban and rural economic construction and the development of various social undertakings. Financial pro-agriculture policies are our country’s main financial policies to support and protect agriculture. Financial pro-agriculture expenditures will have a direct impact on and determine financial policy effects. With constant reforms of financial and taxation systems, public financial frameworks have preliminarily set up. It is the key to make in-time adjustment and optimize financial pro-agriculture policies, further expand public finance coverage in the countryside, and set up pro-agriculture capital stable growth mechanisms.Guided by important ideologies such as the scientific concept of development and the "three represents", referring overseas advanced experience in pro-agriculture finance, this paper makes some in-depth study of current economic situations of Chinese countryside, examines local government financial pro-agriculture policies, discusses existing problems of financial pro-agriculture policies, researches on how finance can adjust and optimize pro-agriculture policies to promote agriculture economic returns, increase farmers’ incomes and develop rural areas, and proposes an overall thinking and concrete countermeasures so as to put forward suggestions on financial pro-agriculture issues in Fuan city, and on specific and operable policies.This paper is composed of five parts, the first chapter of introduction, mainly introduces the purpose and significance of the study. The second chapter about the necessity of financial support ,introduces the concept and connotation of the foundation, and demonstrates the necessity of financial support from the agriculture agricultural inferiority, the agricultural product characteristic and the public agricultural development present situation. The third Chapter about the main problems of the Current Fuan city financial support for agriculture policy, in-depth analysis of the financial support for agriculture policy on agricultural inputs, investment structure, agriculture and other aspects of financial management problems. The fourth Chapter about the external financial policy support to the agriculture. Its revelation by the United States, European Union, Japan and other overseas countries and regions have some representation of the financial situation of agriculture policy, an introduction to find out the right of China’s financial support for agriculture policy, revelation. The fifth Part probes into the overall thinking and concrete measures of Fuan city’s financial pro-agriculture policies. Aiming at the actual situations of Fuan city’s financial pro-agriculture work, referring to advanced experience and lessons in financial pro-agriculture practice of foreign countries, starting from transforming our concepts and adjusting our mindsets, it proposes policies and countermeasures in the areas of setting up standard policy systems for financial pro-agriculture expenditure acts, of standardizing financial pro-agriculture expenditure acts, intensifying input in agriculture, guaranteeing stable growth of the total amount of financial pro-agriculture capital, optimizing financial pro-agriculture expenditure structures, reforming financial pro-agriculture capital management systems, financial pro-agriculture capital actively supporting agriculture socialized service system construction, standardizing financial internal pro-agriculture expenditure management, improving financial pro-agriculture capital management supervision mechanisms etc.
