Coal enterprise as the key energy dissipation unit in various production-oriented enterprise. It’s energy-saving mechanism construction has the irreplaceable important significance for coal enterprise’s saving work coordinated development. At present, each coal enterprise has various kinds of energy-saving measures, the energy conservation activities are pushed. But the level of energy-saving mechanism construction is uneven. As for there is short of the evaluation to coal enterprise’s energy-saving mechanism constructing level. So this paper tries to construct the evaluation index system for coal enterprise’s energy-saving mechanism constructing level on macroscopic, to facilitate the coal enterprise to spread the assessment of energy-saving mechanism constructing by themselves, to clear their energy conservation level., to promote the coordinated development of the energy conservation, to clear the next energy saving direction. It can also raise the level of administration of energy conservation.This paper firstly reviewed relevant areas of summarized analysis about the current research at home and abroad, introduces the energy-saving mechanism evaluation’s theory,then summarized emphatically the content analysis about the operational mechanism of coal enterprise energy-saving, on this basis, targeted choosing energy-saving mechanism evaluation index, based on expert consultation method to establish the energy-saving mechanism rating index system, And validate the the rationality of the evaluation about selected indexes.After the evaluation index system to determine, aimed at the qualitative and non-quantitive characteristic of the evaluation indexes, choose the suitable for this kind of fuzzy evaluation method to establish the evaluation of the energy-saving mechanism evaluation model.and using the evaluation model to make the coprehensive evaluation to the energy-saving mechanism about the Jisan coal mine, to evaluate each index of the operation energy-saving mechanism about the Jisan coal mine, the evaluation results show that, Jisan coal mine’s constructing level of the energy-saving operation mechanism is above average, the overall energy-saving work is better, especially in the overall energy-saving planning and energy-saving technology innovation, the target of energy-saving is clear,has the short-term and long-term plan about the energy saving, uses more energy-saving technology. In energy measurement and statistical work is relatively not enough, it needs to be further improved energy measurement and statistic index system, to further promote the coordinated development of the overall energy-saving.Ⅰhope that after the research results to be perfected gradually, it can allow more coal enterpises to ust it for the selt assessment about the energy saving operation mechanism constructing level.
