Abstract


Number Portability (NP) is a hot topic in telecommunication industry, and the operators are interested in the one-number connection service as a would-be number portability business. The One-number connection is a kind of new telecom service provided by the operators of fixed-line telephone. After applying for the omnipotent number service, the users will get a new telephone number, and they can bind their existing landline phone, PHS and cell phones numbers to the omnipotent number. When anyone calls the omnipotent number, the call will be forwarded automatically to a number assigned by the user of the omnipotent number, no matter how the binding number changes.This paper is based on systematic analysis of the technical details of the Number Portability services provided by overseas operators. The authors then discussed the NP policy and practical implementations in China. A complete One-number connection software frame is designed and implemented on Netplus value-added service platform. This paper first gives a brief server of the technical plans of Number Portability service provided by overseas operators. According to the different kind of technical plans, this paper gives a NP plan which met the current regulation policies, and gives the design of its operation flow.
