Abstract


Risk management exists in every phase and aspect of project management, and it is the key as well as difficult point in project management focus. Research on project risk management can help organizers to prevent and control the probable risks more effectively.This paper researches risk management of IP MAN maintenance service project for Telecom operators. The target of implementing IP MAN Maintenance service project for Telecom operators is to eliminate or reduce the impact on network operations by all types of risk events. So, the project play an more important role in risk management tasks.This paper researches many methods and tools utilized in project risk management planning, risk recognition, risk assessment, risk response and risk monitoring, which includes:1. Using the Delphi method while recognize risks. The essential of Delphi method is a type of method of anonymous feedback. The process is, collecting the suggestions of questions to be anticipate from experts, before organization, induction and statistic, then anonymously feedback to the experts, and then asking for questions, and collect, and feedback, until get a stable result.2. On risk analysis, use the Analytic Hierarchy Process(AHP). AHP is a simple method for making decision against some complicated and indefinite questions. This method especially applies in those questions which is difficult to quantitatively analyze. 3. Risk response methods, including risk mitigation, risk transfer, risk avoidance and risk acceptance as 4 parts.On nowadays of rapid development of Internet communications technology, this service is becoming the main business of telecom operators. A stable and reliable network can satisfy users when they are using the services, and it is a important factors for operators to win the competition in the market. This paper systematically researches the IP network maintenance services project risk management, and provides good project management experiences for management people of IP MAN Network operators.
