Since the late 1980s, the development of our nation’s science and technology has made remarkable achievements. The research and industrialization in high-tech products has also made great break. Our nation goes into the advanced science and technology ranks in many fields owing to The appearance of the high-tech products. This means that the level of technology in China has entered into a higher stage. However, we must be clearly aware of the fierce and cruel of the competition in high-tech field and as the backbone of the national innovation, the high-tech enterprises must enhance their innovational ability to stand steadly. The advantages of powerful independent innovation are in knowledge, especially in the hands of the creative talents who have knowledge. That is to say, who has more knowledge and creative talents can occupy the dominate. Therefore, to the high-tech enterprises, the importance is how to create a harmonious, healthy and people-centered human environment in order to attract and retain the innovational talents.Based on this background, summaried the research results of experts human environment and used comprehensively the case law, induction, analysis, literature and other research methods, this paper will follow the idea of puting forward, analysising and demonstrating and problem-solving to summary systematicly the human environmental connotation and features, and also describe the independent innovational factors,issues and causes in the high-tech enterprises. Meanwhile, this paper analysis highlightly on the necessity of constructing the independent innovational human environment in the high-tech enterprises. At last, on account of the problems in the in the high-tech enterprises and the human capital and humanistic administrative theory by reasoning, inducting, analysising.The main conclusions of this paper are:first, at present, there are cultural factors restrcicting the independent innovation in the high-tech enterprises of China mainly showing as the Moderation idea, feudal official standard thinking, interpersonal difficulties,and the problems of not perfect incentive mechanism. Second, the necessity of constructing the independent innovational human environment in the high-tech enterprises lies in the human capital which is the most active resources of independent innovation, the short-term and long-term interests contradictions in human capital investment, human administrative modeswept of the world and interactive benefits of independent innovation and human environment. Third, the main measures of constructing the independent innovational human environment in the high-tech enterprises are culticating a suject which support the independent innovational human environment comprehensively, shaping the core values of the enterprises, strengthening the institutional innovation and improving the incentive mechanism.
