Abstract


According to the spirit of the Seventeenth Party Congress and the Third Plenary Session of the requirements beginning of September 2009 General Office of the State Council of the People’s Republic of China issued the《General Office of the State Council of the People’s Republic of China on the new-style Rural Endowment Insurance pilot guidance)) marks China’s rural social endowment insurance system into a new period. Establish and improve China’s rural social old-age security system, the implementation of the new rural social pension insurance system is to speed up the construction of the social security system covering urban and rural residents in major decisions, to implement the scientific development concept and building a socialist new countryside major initiatives is to reduce the the gap between urban and rural areas, promote social fairness and justice of the inevitable choice, to promote rural economic development and social harmony, and solve the problem of aging farmers play a significant role.The papers will be included in Lanzhou City, the rural residents the scope of the new rural old-age insurance system, for example, analysis of new agricultural insurance system design features, Analysis of new agricultural insurance system design features, the pilot of Lanzhou City, the new rural social endowment insurance system innovations to conduct an objective analysis of Lanzhou City in piloting new agricultural insurance fund management to analyze the problems, the lack of protection for government subsidies mechanism, lack of collective benefits efficacy, safety supervision fund level is too low, increasing the value of funds and difficulties in difficult problems, a complete set of financial burden-sharing at all levels of management and subsidies, the establishment of new agricultural insurance fund long-term supervision mechanism, the accumulation of personal accounts to explore the use of market operating mode of response.system implementation difficulties encountered and the corresponding countermeasures.
