Abstract


To fasten the development of the old industrial base in northeast region is not only an urgent demand for reformation and development of northeast region, but also an important stratagem to actualize moderate development of nation and society. It is an important opportunity for northeast region to actualize development strategy of the old industrial base in northeast. We should realize the essentiality and urgency to actualize this stratagem.The state enterprises is concentrative in northeast region and their burden is heavy. The outstanding problem to develop the old industrial base in northeast is reformation of the state enterprises. This article analyzes the problem and its cause of the state enterprises in northeast region on the base of investigation. Contraposing the status and problems, this article put forward the principle, target and ideas of strategic reorganization for the state enterprises in northeast region. This article also put forward four ways to actualize the target: industry reorganization, property reorganization, market reorganization and management reorganization. Furtherly, this article analyzes several derivative problems and explain it by examples.This article put forward several maneuverability measures and countermeasures to be used for reference to improve ability of market competition for the state enterprises in northeast region and to fasten the development of the old industrial base in northeast by the study of theoretics and practice on strategic reorganization of the state enterprises of the old industrial base in northeast region.
