Abstract


The process of China’s SOE’s reform has been almost 30years since 1978. It can be concluded into two main parts: the first part is the incremental reform, mainly offering more right to SOE; the second part is the integral reform, started from 1994 till now. In the aim of creating modern enterprise system, China’s SOE began a fundamental process of reform, as well as the reforms of price, taxing, fiscal and finance systems. But, some of the problems in the reform process is still cannot solved at the moment, one of them the relationship between government and the SOE. Relating to government’s own reform, these problems need to be solved in the future, the third part reform.In this thesis, the SOE’s reform is observed from the view of aim set. And there is not just single element but elements in this set. These elements basicly include the fundamental aim, the strategy aim, the aims in each part of reform and the aim of the society environment.From this point of view, the first part of this thesis gives the concept of SOE at the beginning and makes a comparison of the differences of SOE between planned and market economy. Then it describes the two parts of the reform and gives the concept of aim set at the end of this part. The second part basicly tells the theory relating to SOE’s reform, e.g. the new-liberalism theory and the new institutional economics. And this part also tells the debate of SOE’s reform. The third part tells the main point of this thesis. What’s more, it gives the details of the aims in the second part of reform. The forth part discusses all the parts of people relating to the reform, which include the government, the managers and the workers of the SOE, and others e.g. the liability owner, and their behavior. The fifth part discusses the route of achieving the aims of reform. And the last part reclaim the core view of this thesis.
