Urbanization is the inevitable result of social and economic development, at the same time, it’s an important symbol of social form developing to a higher level, and it presents a process of rural and urban population changing and human capital upgrading. In this process, a new social group——the "new citizen" has emerged. The number is so much, scale is so large and impact is so deeply that it leaps to the focus of community attention, however the group’s education and learning problem is becoming one of important research topic in academia. This paper attempts to analyze urbanization process from the perspective of education, it has five chapters:ChapterⅠintroduction. First, define the core concepts; then review the relevant literature briefly; finally, introduce the significance and methods of this research.ChapterⅡ, vision of urbanization and "new citizen" education rises. Starting from the vision of urbanization, analyze "new citizen" education’s rising reason, the value in the urbanization process and the future direction of development. Point out industrialization, information, monocracy of city are the main reasons for "new citizen" education rising; "New citizen" education has the role of leading urban development trend, optimizing urban cultural environment, outlining urban development plans, etc.The "new citizen" education should be an important means of building harmonious city, learning city and innovative city .ChapterⅢ, great plan of urbanization and "new citizen" education’s meanings. From our grand strategy of urbanization, expound "new citizen" education’s basic meanings. Point out that urbanization has created the "new citizen" education’s content, highlighted its goal and function.Chapter IV, urbanization process and "new citizen" education’s status quo.By analyzing the current situation of Chengdu’s "new citizen" education, summed up Chengdu’s educational successful experience and disadvantage or issue, construe the causes deeply from two dimensions of the society and individual factors.ChapterⅤ, urbanization goals and "new citizen" education’s framework. According to the objective of urbanization, establish the corresponding "new citizen" education system. Bring forward some possible countermeasures mainly from three aspects, which are "new citizen" education’s principle, model and mechanism.
