Along with the elaborate and intensive division of industry, modern logistics, as an emerging industry, has become an important industry pushing forward national economic development and has already turned into a new economic growth point. Transport, as the basis for modern logistics and important element in the logistics supply chain, the systematic program and guidance, while, is the key to promote the development of this sector. Gansu province, due to its less developed economy, logistics has just started. Concepts and management approaches of modern logistics need to be further improved. The overall level of road transport development is not high and scale is not large enough, its supporting capacity and contribution to the development of the national economy is insufficient, therefore, the development of this industry is lagging behind. Particularly, the State Council issued a circular named "Regarding Comments on Further Support Economic and social Development of Gansu Province" this year, and Gansu Government also put forward an idea to realize great-leap-forward development. Under this background, it becomes very vital to bring government functions into full play in the process of guiding modern transport logistics and other emerging industries becoming a new economic growth point.This paper, found out the rational niche of governmental functions in promoting the development of modern transport logistics, starting from the vision and functions of Gansu Provincial Transport Department, the competency governmental management department of transport logistics in Gansu Province, taking establishment of a scientific, rational and convenient modern integrated transport system as the carrier, and setting achievement of the advanced, efficient, swift transport and logistics services as the target, seeking the theoretical ground for the development of modern logistics in transport sector through in-depth study of modern logistics development theory, by consulting comprehensive literature and case studies, conducting survey and using other research methods, this paper analyzed the current status and major problems existed in the development of transport logistics by taking the following five factors into consideration, i.e. current volume of transport logistics, transportation and logistics infrastructure, transport equipment, logistics market context, and logistics information development, and on the basis of the current transport management system, finally the basic approaches and ways for promoting transport logistics industry taken by government have been explored in this paper, In light of situations in Gansu Province.
