Abstract

Now Our country is being in a period of economic development, massive engineering projects have been put into construction, indicating our country entering "engineering project periods", The successful implementation of the project is determined by many factors, but one of the most important which playing a decisive role in whether or not financing model is appropriate to the engineering project and is well integrated into projects. This requires us to study the specific financing models, through the view of global, dynamic and efficiency, besides financing model depends on its own characteristics、advantages, also appliaction in the specific projects to see if it’s to meet the characteristics and conditions of current engineering project development, as well as its ability to resolve future problems during the operation themselvesHowever, the development of modern engineering projects become more and more complex, systematic, professional. When we select the financing model,we found that a single model such as BOT, TOT, PPP has been difficult to adapt to project development, requiring a high degree of flexibility, adaptability, the emergence of a new model-the general BOT financing model, which is an integrated financing model, dividing the form into three situations, one is dividing one complex project into several smaller projects, according to differenr characters, choosing BOT, TOT, PPP model to carry out. So forming the mechanism of sevaral differene financing models coperation; one is financing model is not fixed for the project, it may adjust effectively during different phase, according to different enviroment, one is a new integrated model, it integrated different element coming from each model, bring together their features and advantages, forming a new model, the function of which becoming more stronger, the adjustment of which becoming more quickly.The general BOT financing model proposed can effectively promote the development of the project, but the key depends on its ability to run dynamic and orderly, for that with Hall three-dimensional structure, establishing Hall-three-dimensional structure of the general BOT financing model, from three dimensions to divide elements which are composition of the system of the general BOT financing model, According to the specific operation and objective of the system of the general BOT financing model, combining the method of Hall-three-dimensional structure, establishing the system activities matrix of the general BOT financing model to learn the status of the general BOT financing model as quickly as possible and putting the feasibility proposal to resolve the problems which happen in the course of operation, in order to keep the successful implemention of the general BOT financing model.The general BOT financing model is a complex system, with the conditions of the formation of dissipative, the system contains a large number of primitives or even multi-level components; system must be open; system is far from equilibrium; system includes appropriate nonlinear feedback; fluctuation triggered the formation of dissipative structures; the formation of dissipative structures is with some mutation; this paper from the characteristics of dissipative structures to analyze the development of the system movement and form the mechanism of norms stable open smooth self- adaptive.The general BOT financing model for the broad research, not only from the theoretical research and more importantly, at the specific application in practice, for that conbining the case of Kunming—Wuding expressway to research and dicuss how to keep the general BOT financing project run smoothly in reality, poviding the experience for other project which chossing the general BOT financing model.
