Abstract


As an important part of our state-owned asset management, the state-owned asset management of administration is necessary extendibility of state budget management and a special dealing of administration. For a long time, the state-owned asset management of administration has been showing many problems, the studying is far inadequate on both theory field and practice field. Therefore, the studying of how to build up the effective state-owned asset management of administration mode, not only has the theories innovation value, but also having the realistic meaning.This thesis’research tempts to bring out the tentative countermeasures to the deficiencies of the current management system of the state-owned asset under the new framework of supervision according the classification, independent management of the business enterprise, which was established by the 16th Convention of CPC.Therefore, this is an overall and tentative exploration to the theoretical system of the state-owned asset. The main contents are summarized as follows:PartⅠIntroduction sector, Expatiation for the purpose of this thesis studying situation and content and studying methods.PartⅡ, Theory analysis for asset management of administration of local government, expatiation on related theory and making definition on concept of asset management of administration, summarizing on its function and related systems. It is the starting point for study of carrying out the model of asset management of administrationPartⅢ, The problems and reasons exists in the current situation of asset management of administration of Shandong Province. This part analysed the current situation of asset management of administration of Shandong province, Pointed out the existed abuse and making analysis for the reason, this is an import thoery for setting up new type of asset management of administration of Shandong province.PartⅣ, Comparation of asset management of administration model to that of international. This part concludes and analyzes several typical models of asset management of administration in domestic and aboard, making an analysis and evaluation on model and system of asset management of administration in domestic and aboard. Bring up some points of inspiration sourced from that of countries outside of China.PartⅤ, Model setting up of asset management of administration for government. For the problems mentioned in partⅢ,suggest to set up principle, coverall objective and basic framework for the new model of asset management of administration of Shandong Province.Take for setting up model of asset management of administration of Shandong province can.be engaged in three aspects:1. setting up administrative organizations; 2. setting up operation system; 3. setting up evaluation and examination system.In a word, study and construction of the model of asset management of administration for local government will bring up an active effect for innovation, maintaining value increasing value and valid supervision to asset management of administration.For creative of this thesis, in general there are two points:one is further thinking for the problems and reasons exists in the current situation of asset management of administration of Shandong Province; the other is creative thesis for new model and basic framework of asset management of administration.
