Abstract

Since "The 11th Five Year Plan" and in accordance with the decision deployment of national energy conservation work, Shandong Province fully plays the initiative and great creativity to mobilize all positive factors of the province, carefully developing energy conservation and emission reduction work, and the energy conservation and emission reduction work of the province makes active progress. As the most effective way for energy conservation and emission reduction, structural adjustment played an important and promoting role in the past work. But high energy consumption industries still expand sharply, backward production capacity can not exit from the market timely, single energy supply structure, unsound law and regulation for energy conservation, and big gaps of energy-saving development between all the places, the setup of the low proportion of tertiary industry has not been fundamentally changed. How to accelerate the structural adjustment in the current economic situation, fully exert the status of structural energy conservation in energy conservation and emission reduction, and improve energy utilization efficiency and reduce energy consumption is becoming an important task for Shandong Province and even the whole country.According to the relevant theories and basic knowledge of science of public management, science of administration management, science of organizational behavior, science of public economics and so on, this thesis carries out relevant study. Choosing the issue of the structural adjustment in energy conservation work to promote energy conservation and emission reduction in Shandong Province as the breakthrough point, according to the thinking of "question-analysis-solution", from the outside to the inside. This thesis will carry out an in-depth analysis on the functions, impacts, existing problems and reasons of the structural energy conservation in energy conservation and emission reduction of Shandong Province, and discuss the effective ways and methods for raising the proportion of the tertiary industry, optimizing industrial structures, eliminating backward production capacity to promote the structural energy conservation, as well as provide beneficial reference for energy conservation and emission reduction of Shandong Province.Besides the introduction, the thesis is divided into four parts.The first part, the thesis outlines the current situation of realizing structural energy conservation in Shandong Province from four aspects of the basic content of the relevant theories of Structural Energy Conservation, structural energy conservation, the specific practices of realizing structural energy conservation as well as effects that achieved.The second part, the thesis analyzes the problems existed in structural energy conservation in Shandong Province and reasons, as well as discusses the problems existed in seven aspects such as three times of industrial structure adjustment in structural energy conservation in Shandong Province, the thinking of local economic development, the concepts of enterprise technical transformation, the basic work of statistical measurement, the impacts on energy structure and regional economy and so on. The reasons are that, (a) the government organizations are not configured reasonably; (b) the concepts of grass-roots leadership have not changed; (c) sound energy-saving regulatory system have been formed; (d) the energy-saving consciousness of the enterprises main bodies is not in place; (e) various channels of energy supply modes are lack of technical support; (f) the layout of the key industries in the province is lack of unified planning.The third part, the thesis brings forward countermeasures and advice for improving structural energy conservation in Shandong Province. (a) improve subjective understanding, enhance macroscopical guidance and perfect energy-saving assessment mechanism of rewards and penalties; (b) optimize the industrial structure to improve the proportion of the tertiary industry; (c) strengthen the source control and restrain the excessive growth of high energy consumption industries; (d) eliminate backward production capacity and improve the overall energy conservation level of industries; (e) transfer surplus production capacity and reduce energy consumption; (f) develop energy conservation technology transformation and reduce energy consumption of enterprise products. Aiming at the key links of structural energy conservation, specific solutions have been put forward by each countermeasure and advice.The last part is the conclusion.
