Abstract


Since China’s reform and opening up to outside world, urbanization is obvious in China, many cities appear such as overpopulated and infrastructure of modern city. The land resources inefficient utilization, water shortage and pollution problems have taken the warning and punishment to the economic growth. And the urbanization brings the challenges to the Comprehensive Carrying Capacity (UCCC) of China.Hexi district is one of the city centers of Tianjin, by the development of society and economy, the population increase and the economic growth rapidly. UCCC constraints on urban development becomes serious day by day. In the future, whether the UCCC of Hexi can support the development of society and economy, relates to the implementation of scientific outlook on development and the implementation of Sustainable Development Strategy. UCCC is the concrete embodiment and application of the sustainable development theory, and UCCC is an important indicator of sustainable development. Therefore, during the 12th Five-Year Development Plan, research on UCCC of Hexi district has important significance.The paper firstly illustrated the researeh aim, background and significance of UCCC, defined the concept of UCCC,analyzed the characters of UCCC, conceived the structural model and its elements and indieated that the significance of UCCC. With the theoretical and empirical analysis of Hexi district, pointed out the compose and current situation of comprehensive carrying capacity, designed the evaluation index system of UCCC of Hexi district. Evaluate UCCC of the six districts in Tianjin, by using analytic hierarchy process (AHP). Find out the main problems existing in Hexi district, put forward the development strategy of support ascension, and put forward the countermeasures and gave the suggestions of how to promote the UCCC of Hexi district.
