Abstract


From the second half of the year 1997 to 2002, our country’s price overall level continued to fall, our country has had deflation, the external factor is the impact of the financial crisis in Asia, the internal causes, including the results of the income assignment and expense insufficiency, of a series of factors affected together. Expense insufficient also is one of deflation economical performance. In order to overcome the bad affects of the deflation to the economy, the society, the lives of the people, the party and the government ever led the national various races of people to make the unremitting exploration and efforts diligently, of which the importance put by the government on income assignment and regulations are the spots of them.This paper takes our country’s income assignment in the deflation time as the research object, from the deflation related theory and the different disparity of the income assignment, it has carried on a more profound analysis to our country’s income assignment in that section of times, not only pointing out the problems and raising solutions to them, but also carrying on reconsidering in the article to some questions. When analyzing questions, the author’s thinking method is mainly relied on the tendency and the relation viewpoint to analyze the income assignment, but not only to discusses the problems of income assignment independently; At the same time, it takes the central committee’s related policy as the instruction, and the massive data and the information obtained as the basis, based on the facts, thus avoiding subjectively speculating to the question.The paper carries on the proving work from the aspects as follows: the first section proposes the significance of the research into the problems of the income assignment in the deflation time of our country; the second section is the related theory questions of the deflation, it mainly includes: deflation concept, the analyses to our country’s deflation institution and origin, the different appraisal to the deflation’s effect. The third section analyzed our country’s income assignment in the deflation time specifically, it mainly analyzed that time our country’s local income assignment, the overall inhabitant income assignment, the income assignment between the city and the countryside, the cities internal income assignment as well as the countryside interior income assignment, it not only pointed out the existence questions, but also proposed corresponding solution.
