Abstract


Jiaozhou Bay is the basis of social and economic development of Qingdao with its conveniently situation and abundant maritime resources. After reformation and opening, with the acceleration industrialization and urbanization, concentrated industry district comes into being in Jiaozhou Bay Area. Human activities have more and more deep affections on marine environment in the coastwise seacoast. Numerous industrial waste water or urban sewage discharge into the Jiaozhou Bay directly or indirectly, which bring about increasing pollution and ecological deterioration. And so, by using the theory of scientific ocean zone general management faces, marine regional management theories based on the ecosystem system and management theory, the ongoing comprehensive managements of the comprehensive treatment with the power of the government, citizens, non-governmental organizations are pressing charges.Based on afore-mentioned understanding, this paper analyzes status quo and its dynamic variation and discusses the reason of problems of eco-environment on Jiaozhou Bay according to this sustainable development principle. Meanwhile the paper offers some advice and effective measures to protection of Jiaozhou Bay ecological environment by using some referential experiences from managerial experiences on Tokyo Bay.The paper is divided into four parts:First of all, this paper expatiates the three major theoretical foundation of an all-round improvement in the environment on the Jiaozhou Bay, that is the scientific ocean zone general management faces, marine regional management theories based on the ecosystem system and management theory. Meanwhile, analyzes the natural social environment in Jiaozhou Bay and the need for treatment. Secondly, this paper analyzes the present situation and the reason in detail.Again, this paper selects the Tokyo Bay in Japan as a reference, analyzes economic development and ecological status of environmental governance around the Jiaozhou Bay by comparison, selecting the Tokyo Bay in Japan as a reference, through what we are proposed on Jiaozhou Bay planning and management.Finally, the paper analyzes four factors of Jiaozhou Bay ecological environment, proposes some countermeasures of environmental governance. We must foster awareness of sustainable development in Jiaozhou Bay, strengthen the leading role of the government, Play the role of modern technology and All the public to participate in governance. Ultimately, we achieve the sustainable development of Jiao zhou Bay.
