The production of the first country land investigation has biggish localizations on precision, storage medium, management mode, coordinate system and attribute classification and so on, it can not reflect the responsiveness of land-use actuality with the lapse of time, although several updating investigations were carried out in various places after this, it can not resolve the authenticity and responsiveness of land data, and the styles of the land investigation database are different and imbalanced in various regions, so the country unfolds the second land investigation in 2007 deployed by the Ministry of land resource. But the traditional method work load is huge, this requested us to find one land investigation method that is advanced and feasible on technique, easily and convenient, cost saving and efficiency.This paper aims at the fact of the second land investigation, combined with the experiment in Dongling district of Shenyang city, puts forward a new method about land investigation based on GPS-PDA technology. The method is that make spatial overlap analyzing using Digital Orthophoto Map produced by the newest aerial photography and existing land-use actuality database in order to get the area of land-use variation, then it collects the data in field work about the area of land-use variation by GPS-PDA based on Windows-CE operation system, builds land-use variation database in the end. The method has following advantages:high accuracy, short period, high efficiency, cost saving, low working intension and highly reliable data.The technology, which combined multifunctional difference with GPS-PDA, has used in this land investigation, it can meet the centimeter level accuracy requirement of town cadastration, as well as the sub-meter level accuracy requirement in village land investigation; The new method using aerial photo and satellite photo to ensure country bourn and survey the place which is keep out because of cloud or shadow gets over some disadvantages such as low-work efficiency, low-precision.The land investigation method based on GPS-PDA technology has been applied successfully in Shenyang experimental job, which proves the method’s high efficiency and convenient by practice, and it is worth to spread in land investigation and updating database, and high accuracy data collection such as agriculture, forestry, electric power profession.
