Abstract


The master planning of city is an guiding document to city development, it can co-ordinate the relationship between economic development and environmental protection to carry on environmental impact assessment of master planning of city, it places environmental factors in the front of planning decisions, so it ensures that the economic and social construction is carried on a health、safety and sustainable track.In this paper, it carrys a systematic analysis to the the environmental impact resulted by the master planning implementation of Fuxin City; based on the three sides of economics、society、environment, it establishes index systems of city construction and planning evaluation from the three-pronged of the economic、social、environmental. It determines the index weight by AHP, thus it determines ecological environment、water environment and atmospheric environment as the specific objectives of environmental protection, although the sustainable development contributes the smallest value to the environmental impact, it can not be ignored. The specific indicators such as green coverage (C17) per capita public green are (C18)、utilization of water resources (C6) have larger proportions of the environmental impact, they should be considered firstly on mitigation measures.In this paper, it carrys on comprehensive environmental impact assessment to master planning by the multi-level fuzzy comprehensive evaluation, it is seen from the evaluation results:the sustainable development capacity-building and atmospheric environment have the greatest impact on the environment, water environment and sound environment have a larger degree of environmental impact, we should conside good mitigational measures. Through the environment rationality analysis of land use layout and the reachability analysis of environmental objectives we obtain that the implementation of master planning of Fuxin City may cause some environmental impacts, but they can be slow by certain environmental mitigation measures, so the planning programs is feasible in general.
