Abstract


Century, the organization and management of a significant change in practice is that the efficiency of superior quality, excellent bit has been replaced by digital, quality, and customer satisfaction will be the 21st century global organization and management topics. The famous management expert Dr. Juran in 1995, \In recent years, as people's awareness of the deepening, quality management not only in the private sector have an important impact, and has drawn increasing attention in the public sector, and public sector management began to play an active role, Quality management has become recognized as a breakthrough in the quality of the plight of an effective way. As the market economy and democratic political development, with the pace of reform and opening up, China's administrative reform gone through 20 years of history, and achieved significant results. However, the Chinese government functions and management changes are not fully in place, the Chinese government is a quality problem still outstanding issues, the build quality-oriented government is inevitable and necessary. This paper introduces the concept of quality and quality management related, based on the introduction of the public sector from Western theory and practice of quality management experience to explain certain features of quality-oriented government. In this paper, the quality of Chinese government faces difficulties, analyzed, and to build quality-oriented development path of the government made a number of recommendations. Text is divided into four parts: Part I: Quality Management - Quality-oriented government theoretical basis. Introduces the concept of quality and quality management and quality management on the four main modes, and a brief introduction into the quality management of governments to manage the situation. Part II: superior quality bits - the basic characteristics of quality-oriented government. Introduction to Quality Management Reform Governments and customer satisfaction as the value orientation of the development trend, and further defines the definition and quality-oriented government an important feature. Part III: Quality Dilemma - Analysis of Contemporary Chinese government. First, the transformation of government functions lag, the government decision-making errors and the specific administrative act inefficiency three factors on the Chinese government quality problems exist in depth analysis; secondly, that the current Chinese government to implement a quality management in practice there is a value level, technical level, systemic and legal aspects of the four problems and shortcomings. Part IV: Development Path - build quality-oriented government recommendations. From concept and establish service quality awareness, establish a scientific system of quality measures, the implementation of quality management system, strengthening quality management training, establishment of quality incentives, and actively promote government information technology and the introduction of market competition mechanism, the seven-oriented government put forward proposals to build quality .
