Abstract


Selecting and employing people has always been related to popular support , boat safety . Since the founding of the Communist Party of China , the system of selecting and appointing cadres as an important part of the system of party and state cadres closely around the Party's central task , ongoing reform and improve . Enter a new period of reform and opening up , the party and government leadership cadre selection and appointment along scientific , democratic and legal , standardized direction . However, with the deepening of the reform of the market economy , the market trading principles penetrate into the political sphere , trading power for money behavior into the field of selection and appointment of selection and appointment unhealthy practices cadres and the masses of the salient issues . To this end , the author based on the experience of many years engaged in the work of the Organization , the issues of party and government leadership cadre selection and appointment process around the democratic recommendation, investigation and evaluation , discussed and decided to oversee the disposal of the four links discourse analysis and Countermeasures . This paper is divided into four parts. The first part : discusses the history of the party and government leadership cadre selection and appointment system ; Part II: discusses the existing problems in the selection and appointment of the party and government leaders ; Part III: system design , system implementation , the organization department three the two aspects of reason analysis ; part IV: the selection and appointment of the way from the reform , improve the inspection system , the implementation of the open voting system , standardize the rules of the exercise of power in accordance with the law to enhance the sector 's ability to govern the organization five areas to explore to solve the selection and appointment of Party and Government Leading Cadres approach. Proposed party and government leadership cadre selection and appointment system is an important part of the political system of the country , is the solution to how to carry out the powers of the configuration and operation of the political system , the reform of the selection and appointment system requires reform of the political system to create an environment for support , current , and Reform Party critical of the political leadership cadre selection and appointment system is an effective way to find the power to the people .
