Abstract


The lack of police presence is a major bottleneck faced by the public security organs , China 's public security organs in the management process , to varying degrees under the pressure of the police force missing . In order to solve the police force missing , many local public security organs continues to explore and try . Around the practice , how to improve their own police force missing to local police agencies to learn to become one of the standard approach . Reference and learning process , however , there are many problems , the public security organs must be a scientific theoretical tools to guide this practice , which need to rely on benchmarking . In this paper, the public security department of human resources management practical , systematic analysis of the police force missing , and try to alleviate the shortage of policemen pressure through benchmarking . Text is divided into three parts: The first part of the lack of Police at the plight summarized the type of police force missing , the reasons for the lack of police presence ; second section describes the basic principles of benchmarking , its concept , connotation , implementation requirements , and introduced meaning to do a simple exposition ; third part mainly in the accounting establishment of the center and the command center , \; fourth part targeted perfect Xiamen Public Security Bureau in the use of benchmarking specific proposals to ease the pressure on police force missing .
