Abstract


Science and technology to promote the process of reform is a dynamic, along with the deepening economic and social development. Obstacles and problems of scientific and technological innovation and development constraints in the existing science and technology system reform on the one hand; on the other hand, the development and progress of science and technology raised many new questions need to be arrangements.
