Abstract


In human society into the 21st century, whether developed or developing, are facing a fundamental common task : more greatly improve the economic efficiency of the whole society , the greater the range of the development of social equity. Affect the efficiency and fairness of many factors, including salary distribution and management, is the most direct impact on the efficiency and fairness , one of the most important factors , it is beyond doubt . This is because in the modern society, in the vast majority of social workers are salaried workers ( organization's employees ) . Salaried workers pay personal income distribution is mainly forms of distribution , distribution of national income accounted for the largest proportion of part is remuneration. For this great need to improve the performance of Chinese government , the more urgent need to study the issue of civil service pay . Develop scientific and rational allocation of salary will not only help government departments to seek to talent , but will greatly enhance civil servants' enthusiasm, initiative and creativity, and to ensure the optimization of the civil service , capable , honest , this is undoubtedly of great historical and practical significance. Paper is divided into three parts: First, the basic theoretical framework . Including human capital theory and property rights theory , socialist labor and labor value theory , economics wage distribution theory, system theory school of economics in wages , a focus on performance-based pay system and the system of distribution according to the study . Second, foreign civil service pay administration studies . By abroad including the U.S., France, Singapore , the UK civil service pay system in four countries comparative analysis presented to the civil service pay system of eight reference. Third, the scientific construction of Chinese civil service pay distribution system. Contemporary Chinese civil service pay system based on the basic situation , pointing out that they are the main problems, while the civil service pay for the scientific construction of the distribution system proposed six recommendations . This paper focuses on research related to economic class reward ; the other hand , in China usually pay more than the expression of salary to express.
