Abstract


The good ecological environment is the basement of economic development. And at the same time it is the premise condition of sustainable development strategy. Environmental protection industry appears in order to solving the environmental problems. In 30 years, the environmental protection industry of our country has had many great achievements and the quality of environment has improved in some areas. But in general the environment quality of our country still deteriorate,the environmental problem doesn’t be solved radically. The returns don’t equal to the government investment. This phenomenon shows that the present running mechanism of the environmental protection industry has some problems,and optimizing the running mechanism is the only way of solving the environmental problems.My paper starts with the present situation and problems of the environment protection industry of our country. Analyzing the reason of the difficulty of environmental pollution fathering in our country. Then through mining the reason in deeper degree, the paper concludes that the reason of the difficulty of environmental pollution fathering in our country is the irrational arrangement of the environmental property rights system. According to the theory of environmental property rights, my paper defines and collocates the environmental property rights and designs a running mechanism newly. The new mechanism is proved feasible making use of current equilibrium model and cases comparing analysis. The final conclusion of my paper is that our environmental protection industry must pay more attentions to 3 fators, Private environmental property rights;Market mechanism;Government regulation. For these conclusions,my paper give 6 advises,Pay more attentions to theory study;Perfect interrelated law;Set up the market of the environmental rights;Enhance intendance;Push the system of Green GDP statistic;Enhance the consciousness of environmental protection.
