Abstract


In the recent years, the system of city governing county in China becomes more and more useless for country development. It revealed many problems, such as:high administrative execution cost, low administrative execution efficiency, and the city is neither driving county development nor enhances economic development of county. Therefore, establishing the flattening system of province governing county directly is a strategic choice of deepening administrative reform and an effective method of promoting effective measures for the development of county economy. Nowadays, the reform trials have been executed, but it has many problems, the most serious problem is that the county government gets more executive power under the system of province governing county directly, the controls which from city will not be exist, it will make a chaos of county managing. Therefore, it is very necessary to explore the status and problems of the County Power Supervision under this new system and try to establish the supervising measures of County power.This research focused on the power supervision problems. It had analyzed current system of city governing county to evaluate this system’s advantages and shortcomings. Besides, it analyzed the planning system of province governing county directly, the way of reform, and discussed current situation, problems of the new system. Moreover, this research observed the problems from microcosmic to conclude the problems of county power supervision. Finally, this research proposed the policy recommendations of strengthening county power supervision from four aspects under the system of the new system. Based on the detailed study of Supervision, this research analyzed the objective obstacles and problems under the new system and advised to strengthen the supervision of county power by establishing sound system and improving measures, which can ensure the power of County will be executed correctly.
