Abstract


With the rapid development and wider application of computer and network communication technology, the implementation of the research project management of information technology has quickly become the project management departments at all levels to improve the management situation, an important means to improve the quality and competitiveness of their own management. Accompanied by China Education and Research Network (CERNET) successfully established, and how to make use of the existing campus network facilities, efficient, intelligent management, the implementation of the project has become the urgent need to address the problem of scientific research project management department. In this paper, the system on the basis of research, needs analysis, research projects under the network environment full monitoring and management and evaluation system design objectives, tasks and principles. The use of advanced object-oriented technology to model the whole process of the system; proposed four-layer architecture for the system B / S / D / C on the basis of the three-tier B / S / D structure, and its advantages analysis and presentation. The development of the system follows the integrity, versatility, safety, advanced and practical principles, a set of web-based, large-scale database development of the overall program of scientific research project management and evaluation of information systems; successfully developed from research reporting, approval to the project in the research, concluding a set of online monitoring and management of the identification of management information systems; current research projects evaluation methods were introduced in the original investigation, statistics, analysis been established based on a set of fair and scientific research projects evaluation index system. The method of combining AHP and expert advice to determine the evaluation index weight; application of fuzzy comprehensive evaluation method for project evaluation, to avoid the lack of value in use scientific research to reduce the blindness of the decision-making and improve the efficiency in the use of research funding; use of advanced computer The technology to build openness and fast characteristics of the computer-aided evaluation system (CAES), to speed up the statistical data, calculations and analysis capabilities, and ultimately to achieve a combination of research projects throughout the monitoring system and computer-aided evaluation system in a networked environment. The system application ASP.NET technology, Visual Studio.NET programming environment, using C # language development. The development process of the entire system based on the principles of software engineering, object-oriented design ideas and parallel development strategy designed to complete the research project management and evaluation system in a meaningful network environment, some of which module has been Heilongjiang Provincial Department of Education Hall applied to the actual work of the research project management, and have achieved significant results.
