Abstract


Along with the deepening of globalization, geographical agglomeration of economic activity for the local industry cluster is gradually embedded in the global value chain. From globalization perspective, the development of local enterprises cluster is both a response to the challenges of globalization, and the results of the development of globalization. Cluster region to enhance the efficiency of local production, gave birth to a new generation of enterprises, leading to regional innovation network brought vitality, it is a useful complement to the process of economic globalization, the international division of labor network. Moreover, the local regional clusters formed in the process of economic globalization is both unique localization system is the evolving dynamic system and the openness of the system. The one hand, the different regions of the cluster will be integrated into the globalization of production networks; On the other hand, the external sources of knowledge and information is an important source of a cluster of local knowledge, innovation and learning, external communication is a necessary way to obtain external knowledge. Thus, despite the different regions of the cluster with an obvious local imprint, but still is an integral part of the world economy maintained inextricably linked with the global economy. So the trend of economic globalization and the cluster phenomenon is the unity of opposites, and they depend on each other and promote each other. Local industrial clusters is an important way to enhance the competitiveness of the local industry, it is stressed that the association and interaction within the same industry; global value chain and its governance model analysis emphasizes the linkages between international geographical division of labor in different industries, which is the development of The country's industrial cluster upgrade provides a new perspective. Global value chain refers to the global inter-enterprise network organizations for the realization of the value of the goods or services connected to the process of production, sales, recycling, involved in the production and distribution of the collection and transportation of raw materials, semi-finished and finished products, until final consumption and recycling the entire process. It includes all participants and the production and sales activities of the organization and its value, profit distribution (Hui, 2004).
