Abstract


The reform of China's telecommunications industry expanded around to break the monopoly of the operation of the main line of the former Ministry of Posts and Telecom . Although not a big deviation , but the impression is the pace is too slow, the regulation is unreasonable , regulate business efficiency is not high, can not meet the needs of the development of China's telecommunications industry , which to some extent hindered our the further development of the telecommunications industry . In view of this, we focused on the core problem - the price regulation in telecommunications regulation , depth and systematic analysis of research from two levels of the theories and methods of price regulation of natural monopoly industries . First, China's telecommunications price regulation reform Historical Review , which describes the status quo of China's telecommunications price regulation , and analysis of the problems of China's telecommunications price regulation , and pointed out that China Telecom Regulation the price belonging intuitive pricing . Secondly, Incentive Regulation production system . In this section , the use of the information economics - the basic principle of the agency model , entrusted the regulatory model described in the general sense of government incentives under asymmetric information environment . Again, the rate of return on investment , price caps and revenue caps regulation formulated price way to introduce and analyze comparative According to our telecom price regulatory status quo and combined with price caps regulation model , try with the design of our telecommunications industry, the price caps regulation model . Then, the theory of incentive regulation based on combining the stage of China's telecommunications price regulation reform , a comprehensive incentive regulation mechanism . Finally, We introduce a new method - Performance Benchmarking involved in the process of price regulation , and performance benchmarking model based on data envelopment analysis applied to the regulation of the telecommunications industry , and is based on more than price regulation theory and methods of analysis , and made ​​some suggestions on the construction of China's telecommunications regulatory mechanisms .
