Abstract


The Third-front Construction, beginning at the middle of the 1960s and lasting three Five-year Plan, was the large-scale economic construction in western China in the history of the Peoples’ Republic of China. It went with preparing for war as the core, enforcing the defense scientific industry as emphasis, building the firm strategic areas as the goal, enforcing the national defense and improving the industry distribution as the point of departure, and achieved great successes in the fields of the transportation, engineering, energy resources, raw and semi-finished materials, light and textile industry. In view of the economics, it is actually the transferring of the productive forces distribution from the coast to the inland. Through the construction, the western China has formed it’s own industrial structures， brought about a great advance in industrial production. Meanwhile, owing to the overestimating of the situation, the Third-front Construction unavoidably had limitations by itself. It is very important to have a deep study of the historical background and the process of the construction. In order to give a good reference to the Economic Development in western China, it is also necessary to give a historical evaluation and draw valuable conclusions or lessons on this question. My academic thesis is consisted of three parts. The preface begins with the analyzing of situation of the Third-front Construction in order to emphasis the practical necessity and significance of it. By analyzing the background and situation China faced at that time, the first part gives an analysis of the factors affecting the Third-Front Construction Policy-making; The second part deals with the process of making and carrying out this Policy; The third part analyzes the reasons of the achievements and remained questions about the Third-Front Construction. By doing this, we can gain a good deal of enlightenment from it and make the Economic Development in western China carry out more successfully.The author tries to draw the conclusions through above analysis like this: firstly, the Third-Front Construction Policy-making was full of strategic foresight and tallied with the historical situation; secondly, China achieved great successes on carrying out this policy. These achievements should be confirmed because they made it possible for China to enforce the modernization of the national defense, build the firm strategic areas and so on. In another aspect, it still remained a great <WP=5>deal of faults and errors, some of them were very serious. Anyway, such faults and errors were not the principal aspects, they were the problems arisen during the implementation. Any intention to covering up the achievements by errors is not using a historical point of view and the reverse is also true. Thirdly, summarizing the experiences and drawing the lessons from the Third-Front Construction will give us a good reference in the Economic Development in western China. The author put forward some constructive advice at the end of the thesis.
